It is possible to integrate the V400c terminal with Bill Pay by adding the following parameter at the end of the link:

You should have a Read Card button at the bottom of the screen(when accepting a payment):
In order for this to work, the terminal will need to be set to semi-hybrid mode(with USB cable), the Verifone USB drivers will need to be installed, and the "FortePaymentDeviceHandler" will need to be installed.
The market type on the merchant account will need to be set to "Retail":
