Taxpayers have the option to register for account or make payments as a guest through the BillPay portal. The taxes are mandatory payments required from businesses operating within Allegheny County and currently include the following tax programs:
Special Tax | When It Applies |
Alcoholic Beverage Tax (Drink Tax). | The Alcoholic Beverage Tax applies to merchants that sell alcoholic beverages at establishments such as bars, restaurants, and taverns. Payments are due by the 25th of each month. To pay this tax, visit Allegheny County Drink Tax. |
Hotel Room Rental Tax (Monthly and Quarterly). | The Hotel Room Rental Tax applies to merchants that operate hotels, motels or other lodging establishments that provide temporary accommodations. All hotels and motels are required to register with Allegheny County, and the tax is collected either monthly or quarterly, depending on the size of the establishment. The county utilizes the CSG Forte payment system, which is accessible through its official portal. Taxpayers can submit their payments either by logging into their account using their email and password or by proceeding as a guest. Customers who opt to make a payment as a guest are not required to log in or create an account to complete the transaction. However, they must have their account number and access code readily available, which can be found on their most recent tax statement.

Notes:
• To make a first-time payment, taxpayers are required to create an account and link their access code and account number by selecting the "Create a new user account" option.

4. What is the Allegheny BillPay customization? |

Allegheny County uses a customized BillPay configuration called Account Mode that enables taxpayers to make multiple payments toward the same bill using a remittance form. Rather than presenting a traditional invoice with a fixed amount due, the portal displays a tax-specific remittance form that collects taxpayer information, performs the required tax calculations, determines the amount due, and submits the payment through BillPay. Any applicable “Balance Forward” amount is included in the final amount due.

Note: The trigger controls the display of the corresponding payment form and enables taxpayers to submit multiple payments against the same account when applicable.
5. How can login issues payment be resolved? |

If a taxpayer experiences login difficulties when attempting to make a payment, they may try to resolve the problem on their own by using the “Forgot Password” function. This involves following the prescribed steps to reset the password. To proceed with password recovery, the following instructions must be considered.

Failed Attempts | If the account becomes locked, a waiting period of at least 15 minutes is required before access or recovery can be attempted again. |
Password Requirements | The password must meet all the following criteria: |
Multi-Factor Authentication (MFA) | To complete the MFA recovery process for identity validation, a valid mobile phone number must be registered. The authentication code can be received via phone call or SMS. In case the SMS method fails or is not delivered, it is advised to use the phone call option. |
Alternatively, the taxpayer may re-register using a different email address by selecting the “Create a new user account” option. This option requires the taxpayer to have both their account number and an access code. If the taxpayer does not have the access code, it can be obtained by contacting CSG Forte’s Government Support team at governmentsupport@forte.net or by calling 866-290-5400 (Option 3).
