The Change: In an effort to curb card testing and discourage authorizing a card after a decline has been received, Mastercard is introducing a new Excessive Authorization Attempts fee in the United States and Canada.
The Impact: The Excessive Authorization Attempts fee of $0.10 will be assessed on each authorization attempt submitted after receiving 20 declines on the same card number for any dollar amount within the same 24-hour period. The new fee will also be assessed to the $0 account verification transactions.
