The Change: Discover Network and PULSE announced that JCB has updated their EMV fraud liability shift policy to include JCB card transactions processed via Discover Network and PULSE.
The Impact:
The Impact:
- Phase I: The EMV liability shift will include transactions where a JCB contact chip payment device was issued and a counterfeit card using JCB BIN ranges was used to conduct the transaction at a POS, except at an Automated Fuel Dispenser.
- Phase II: The EMV liability shift will include transactions where a JCB contact chip payment device was issued and a counterfeit card using JCB BIN ranges was used to conduct the transaction at an Automated Fuel Dispenser.
The Timeline:
- Phase I: Effective October 18, 2019
- Phase II: Effective October 16, 2020
